Add a permission for expression engine

What impact would it make?

Right now it is free for anyone to add expressions in PIM. A customer might want to be able to restrict this to a certain role, to be able to control who can add expressions and not allow anyone to do it. Setting up a permission to add expressions would give the customer the opportunity to add it to everyone with role Administrator for example or create a separate role for that.

How should it work?

It should work the same way as permissions for Inspire for example.

Why is it needed?

For the customer to be able to set restriction on who can set up expressions and not.
