Update vulnerable package dependencies in Remoting NuGet package

How: InRiver needs to update vulnerable dependent packages in the remoting nuget package

Why: Because many of the dependent package versions have severe vulnerabilities.

For Who: Partners utilising the remoting nuget package that also want, or need, a solution that isn't vulnerable to attacks.

Impact: medium - a safer solution is always preferred, but it doesn't outright improve the platform.

Additional context: More and more businesses require IT solutions to have focus on reducing vulnerability. This is very difficult when vendors of platforms are not actively reducing risks in their products, like the remoting package.
