Ability to make a LocaleString field Unique

How: Allow FieldType of LocaleString to be set to Unique

Why: To all for Uniqueness in a LocaleString field

For Who: all users

Impact: cleaner data

Additional context: Currently we cannot set LocaleString fields to be Unique in the Control Center. I understand that the way inriver stores Locales can make this difficult, especially with it's use of Indices for Unique fields. In this case, it does not necessarily need to be Indexed, but Unique for data purposes.

Product Title is one example of a LocaleString field that should be unique. All work arounds require the addition of new fields, which is not ideal.
