IW | Query Editor - Child CVL display all values which are not mapped to the Parent CVL (Plan & Release & Enrich)

Problem Description:
For a Parent -Child CVL, when a child CVL is selected in a Link rule (Enrich and /or Plan & Release) all the values are being displayed in the drop down, irrespective of the Parent CVL selected.

Steps to reproduce:

1. Go to a channel

2. Create a new Channel Node

3. Add a rule selecting Parent Child CVL , the first one e.g. 'MainCategory' and the second one 'Subcategory' which is child to the 'MainCategory'

4. You will notice all values not mapped to 'MainCategory' also will be displayed for 'SubCategory'

Actual behaviour:
For a Parent-Child CVL, all values are being displayed in the child CVL irrespective of the Parent CVL already selected.

Expected behaviour:
For a Parent-Child CVL, only the values associated to the Parent CVL should be displayed in the Child CVL

User impact: With the long list, confusing and unable for Users to select the the correct values.
